This is not an issue.

PowerPack plug-in comes pre-installed/enabled with purchase of ViaCAD Pro and 2D3D version but it is not activated. In order to use it, you either have to purchase Bundle License (ViaCAD+PP) or Separate License for PowerPack.

If you have purchased Bundle License then you will get activated PowerPack.
If you have purchased a stand-alone license of ViaCAD then PowerPack is only enabled but it is not activated. You need to purchase it separately and use the new PowerPack Serial Key yo activate it.
